The Economic Mobility Pathways Pilot (EMPP) is an innovative Canadian immigration program designed to help skilled refugees and displaced individuals immigrate to Canada through existing economic immigration pathways. This initiative enables employers to access a new pool of qualified candidates to fill job openings, while providing refugees with a pathway to permanent residence in Canada
To be eligible for the EMPP, applicants must:
Refugee Status: Be a convention or country of asylum refugee.Canadian Migration Institute
Provide proof of refugee status, such as a valid Refugee Status Determination (RSD) from the UNHCR or a refugee-hosting state, or a document showing registration as an asylum seeker abroad.Canadian Migration Institute
Be outside Canada and the country of persecution.Canadian Migration Institute No Durable Solution: Have no durable solution in a third country.Canadian Migration Institute Admissibility: Be admissible to Canada.Canadian Migration Institute
Additionally, applicants must meet the requirements of one of the following economic immigration programs:
- Canadian Migration Institute
- Atlantic Immigration Program
- (AIP)Provincial Nominee Program (PNP)Rural
and Northern Immigration Pilot (RNIP)
Note: The RNIP is no longer accepting new applications.
Determining if clients meet the refugee status and economic program requirements
Helping clients gather and prepare necessary documents, including work experience records and language proficiency assessments.
Connecting clients with employers in participating communities.d to avoid delays or rejections.
